This is an open source ecosystem from Microsoft under the dot.NET foundation. A person learning this technology can make any application - either cross-platform or specific to one OS. This is free to use and is generic. Dot.NET takes its name from NET-work. It is license based and highly secure system.

With .NET, you can use multiple languages, editors, and libraries to build for web, mobile, desktop, gaming, and IoT.
